Kent School District's TOP facility.

Kent School District is aware of recent reporting regarding The Outreach Program (TOP) and would like to provide additional facts and context to ensure our community has accurate information. The district would also like to correct several misunderstandings that have circulated publicly.

First and most importantly, the existing TOP facility has remained operational and available for student services throughout this school year. The facility where TOP has historically operated is safe, fully functional, was open to students on the first day of school and continues to support student learning.

The issue referenced in recent media coverage does not involve the existing TOP building. Rather, it involves a separate building adjacent to the current facility that was being remodeled and prepared to provide additional instructional space for TOP students and staff.

As part of that renovation project, state and local code requirements required the installation and activation of a fire alarm system, including a cellular communication component connecting the building to the district's emergency notification network. Final approval and inspection by the appropriate authorities must occur before students can occupy newly renovated instructional space.

While Kent School District had hoped the additional space would be available by the start of the school year, final project completion extended beyond the first day. It is important to note that throughout the process, district staff worked closely with contractors, the City of Kent, and fire safety officials to expedite completion. As a result of those coordinated efforts, students and staff are now taking advantage of a purpose-built learning environment designed to expand opportunities and enhance the unique services TOP provides.

The additional building represents an important investment in TOP and the students it serves. The approximately 4,000-square-foot facility includes four classrooms, a flexible learning space, a kitchen, dining area, offices, and accessible restrooms. The project also included improvements designed to better support student access and safety, including an ADA-accessible pathway connecting the building to other instructional spaces.

TOP provides specialized transition services for young adults ages 18-21, helping students develop skills related to employment, independent living, community access, financial literacy, transportation, communication, and self-advocacy. The renovated space was created specifically to expand and enhance those opportunities for students.

Importantly, the renovation project was actively managed throughout its duration and was never abandoned or forgotten as has been suggested. District staff worked continuously to move the project forward and secure the necessary approvals required before student occupancy. The district is very grateful for the efforts made by contractors, the City of Kent, and fire safety officials to expedite completion of this amazing new space. Their diligence, professionalism, and care demonstrate the kind of community commitment embodied in the OneKSD vision.

KSD appreciates the dedication of TOP staff, students, and families throughout this process and we’re please that this additional learning space is now in service.
