McKinney-Vento Definition of Homeless
The McKinney-Vento definition of homeless is individuals who lack a fixed, regular, and adequate nighttime residence, including:
- Children and youths who are sharing the housing of other persons due to loss of housing, economic hardship, or a similar reason; are living in motels, hotels, or camping grounds due to the lack of alternative adequate accommodations; are living in emergency or transitional shelters; are abandoned in hospitals
- Children and youth whose primary nighttime residence is not ordinarily used as a regular sleeping accommodation (e.g. park benches, etc.)
- Children and youth living in cars, parks, public spaces, abandoned buildings, substandard housing, bus or train stations
- Migratory children and youth living in any of the above situations
Rights & Services
- Immediate school enrollment and full participation in all school activities for eligible children, even when records normally required for enrollment are not available
- The right of children and youth experiencing homelessness to remain in their school of origin (the school the student attended when permanently housed or the school in which the student was last enrolled, when feasible and in the child's or youth's best interest to do so.
- Transportation to and from the school origin.
- Access to programs and services, including special education services, preschool services, free school meals, Title I services, services for English language learners, vocational/technical education, gifted and talented services, and before and after-school care.
- Rights and protections specifically for unaccompanied youth (youth who are not in the physical custody of a parent or guardian who are experiencing homelessness, including allowing them to be immediately enrolled without proof of guardianship.
- The right to dispute an enrollment decision and for a child or youth to be admitted to the school in which enrollment is sought, pending the resolution of the dispute.

Crisis Connections offers support, resources, and training as one of the oldest crisis lines in the nation. Its five programs focus on serving the emotional and physical needs of individuals across Washington. These programs include the 24-hour Crisis Line, King County 2-1-1, Teen Link, WA Recovery Help Line, and WA Warm Line.

Mary’s Place provides safe, inclusive shelter and services that support women, children, and families on their journey out of homelessness.

Vine Maple Place
Vine Maple Place offers services through the Stable Families (SF) Program model on-site at the Family Hope Center.
The SF model is a proven, integrated approach that offers moms and kids facing homelessness the resources and tools needed to become safe and stable, leaving homelessness behind forever. Families are being successful; 91 percent are successfully housed one year later.

WA Apple Health for Kids offers free or low-cost health care for children. A family of four with an income up to $4,498 a month may be eligible.

The Washington Basic Food Program offers help for low-income individuals and families to obtain a more nutritious diet by supplementing their income with basic food benefits.

Washington State 2-1-1 Network
The Washington State 2-1-1 Network offers 2-1-1 as an easy-to-remember phone number for people to call for health and human service information and referrals and other assistance to meet their needs. You can call 2-1-1 for information on "Safe Parking" for those of you forced to live in your car. Local area churches are opening their parking lots for you and providing volunteer patrols for your safety overnight. Please call 2-1-1 for more information.
