HiCap Services & Programs
By Washington State law, students identified for Highly Capable Program services are those who “perform or show potential for performing at significantly advanced academic levels compared with others of their age, experiences, or environments. Outstanding abilities are seen within students' general intellectual aptitudes, specific academic abilities, and/or creative productivities within a specific domain.”
The Highly Capable State laws and our Board of Directors' commitment to ensuring high-quality services for all students led the Kent School District to offer a continuum of appropriate Highly Capable Program services available to students K-12 that includes both programs in neighborhood schools and self-contained specialized programs. These programs support our commitment to be more inclusive and provide equitable practices.
Opportunities by Level
HiCap Summer Referral Period
The HiCap Department is offering the opportunity to be referred for HiCap services during Summer 2022 for students who are newly enrolled in the Kent School District. If you are new to the Kent School District and would like your child tested for HiCap services. Please click on the link below and fill out the Referral form HiCap Summer Referral Form 2022.
Timeline:
- HiCap Summer Referral Period: June 13 – July 22, 2022
- Summer CogAT Testing Date: August 8, 2022
- Time: 9:00-11:30a.m.
- Place: Kent School District Board Room
- Parent Notification: August 22, 2022
Elementary HiCap Referral Period
The 2021-2022 elementary HiCap referral period is open to students in kindergarten, first grade, fourth grade, and fifth grade from October 18 through November 24th.

Universal Screening for Grades 2 & 6
All students in grades 2 and 6 will be universally screened for HiCap services unless their parent/ guardian requested otherwise by December 18, 2021.

Secondary HiCap Referral Period
The 2021-2022 Secondary HiCap referral period is open to students in Grades 7 -11 from February 28 – March 18. Referral forms include a Parent Inventory Survey that needs to be completed by March 19. Students are also required to submit a portfolio containing ELA, math, creativity, and leadership work samples.
Complete the 2021-2022 Secondary HiCap Referral Form online between February 28 and March 18.
